Users of Google Ads, AdWords, and AdMob.

Hello, my Ads, AdWords, and AdMob accounts are all registered under the same Gmail account. I hadn't logged in for a while, so my AdWords and AdMob accounts were closed. I have reactivated my accounts now. Currently, my AdMob account is active, and I can log in to my account to create ads. They have informed me via email that my AdMob account is active again and I can start publishing ads. However, my Google AdWords account cannot be reactivated, probably because there is a previous balance that needs to be paid off. They have also informed me of this via email.
Now, I have two questions:
1) If I start publishing ads while my AdMob account is active, will my account be closed again?
2) Will the closed AdWords account pose any problems for withdrawing money from AdMob? After all, AdMob and AdWords are generally connected to AdSense.
