How can I make this system?

I want to create a system like this: For instance, a customer wants to have their hair treated and colored. The customer enters the website and fills out a form, specifying their needs including "personal information, a photo of their hair, and requested service," etc. Then this request goes to registered hairdressers on the site, and the hairdressers make an offer to the customer like "hello, the cost for coloring and treatment according to your requests is 250 lira." However, in return for this, the hairdresser's account balance is reduced by 10 lira. In other words, the hairdressers list themselves on the site and add balance to their accounts, but if they want to respond to customer requests, 10 lira is deducted from their balance per request. In short, we can call this the Armut.com model. I want to apply this model in a different sector as shown in the example. I have looked at themes on WordPress, but there isn't an exact match. Should it be custom software?
