Error: "Relationship Features Disabled

Hello friends. I am trying to establish relationships between tables in the mysql database through Phpmyadmin, but no matter what I do, I keep getting the error "relational features disabled." I even tried it locally and still encountered the same error. I would be really happy if someone who knows why this error is happening could help. Thank you.
