Comparison: Llama 3.1-8b vs ChatGPT 4

I have read in a few places that version 3.1 8-b of Llama is at least as good as Chat GPT-4. As someone in the software industry, would Llama 3.1 8-b be more effective than GPT-4 or is GPT-4 better? I also have another question: will Llama run on a regular computer with 8 GB of RAM and a 2 GB graphics card?
