Adsense tax debt and tax deduction?

Friends, a few years ago I opened a website and was receiving around 200 units of money every 2-3 months. So, in total, I received money about 4-5 times a year. This income was not consistent. My first question is, will the government pursue this money or consider it as incidental income? My second question is, I closed down my old website and AdSense account and opened a YouTube channel. If I use the money I earned from there to open a personal company in the future, can I benefit from tax reductions for individuals under the age of 29?
